This photo looks like it was taken on a longer lens. I think if it was taken with a wider lens, we would lose the compression and this building wouldn't look like a miniature. The symmetry works well with this type of composition. The high noon lighting helps bring out the shapes and surfaces in the building, I think with softer light later in the day the photo wouldn't be as striking.
