However, it is possible that the seated girl may have a visual handicap, due to the fact that she doesn't seem to be looking at the camera. Of course, that is just speculation.

I found this on a couple of Victorian postmortem photos labeled as "dead children layed out on the grass after their school burnt down". It is actually live children photographed at a German Summer camp in 1929 by the photographer, Martin Munkácsi.

Victorian era babies who lost loved ones in their families were almost never dressed in black mourning clothing. They would tie black ribbons to their arms or pin them to their dress. This child was not dead but was in mourning.
