No, it's not Heian fashion: this variety of courtwear was worn in the Meiji era, and could- I suppose- be considered the miniskirt variant of itsutsu-ginu-kouchiki juunihitoe.  The hakama are shorter, normal hakama rather than the hyper-formal, trailing "nagabakama" and the long robe layers are tied up at the waist in a sort of ohashouri for juunihitoe.  The hair is still in a long ponytail- similar to its Heian forbearer- but styled a bit differently.  I don't think "kasane no irome" was…
