This was actually a child's skirt so there was no need to cut off the bottom.  The lining under the lace is used for the purse bottom and the straps came from another pair of jeans.  These can have a zipper or Velcro closure or can be left open at the top. Use Squares cut from old Jeans to make a vest.  You can add a pocket without any problem just cut a square with the pocket.
