In French service, all defensive weapons were deleted and the lone Ki-21 was used as a staff transport. The French referred to Laos as a protectorate and placed it under the control of the governor general of Indochina in Hanoi. Auguste Pavie, shown here in 1890, was the first French vice-cousul in Luang Prabang in 1886.
