Dickens in Historic Downtown Plano - Visit Plano.  Plano Parks and Recreation Department will host Dickens in Historic Downtown Plano on Friday, December 4, 2015. Activities start at 6 p.m. and will conclude at 10 p.m. with the annual Tree Lighting Ceremony taking place at 7 p.m. in Haggard Park, 901 E. 15th Street. To accommodate shoppers, the downtown merchants will be staying open late.
