Pilau Base Rice! 3 tbsp vegetable oil, 4 cloves, 3 cardamom pods, 2cm cinnamon stick, 1tsp cumin, 1tsp turmeric powder, 1-2 tbsp salt, 6 shallots sliced, ½ c cashews (optional), ½ c white raisins (optional), 1.5c rinsed basmati rice, 3c boiling water; 1.
