USA ~Twenty riots occurred in ten state prisons & reformatories. Guards were held hostage, several prisoners seriously injured, and one prisoner was killed. Conditions which make these flare-ups of mass violence possible continue to be: overcrowding; obsolete facilities, underpaid, overworked, and untrained personnel; idleness of prisoners; harsh and unfair disciplinary treatment, and an almost total absence in a great many of these institutions of rehabilitative programs.
