Time to Restore the Power of the National Labor Relations Act

In an analysis of the 2011 Federal Employee Viewpoint Survey, the National Labor Relations Board, the Railroad Retirement Board, and the Office of Management and Budget scored lowest in terms of employee satisfaction. I find this kind of ironic to be honest, do NLRB employees have a union I wonder ?
